Chapter 6 Preface

Question 2 of the Uniform Complaint document has a list of 21 variations of “Discrimination, harassment, intimidation and/or bullying”.  Unfortunately for all SDUSD Stakeholders, the SDUSD website provides no definition of how to recognize the ways each of those 21 items are manifested on an actual school site, in the central office or via communication by the $1.4 billion SDUSD.  The corrupt senior leadership in the SDUSD has been quite averse to any form of self incrimination, no matter how aggregious that incrimination represents.  Instead they use their victims, Teachers, Staff, Students and families of color as political props in pictures on the SDUSD website for “feel good” propaganda. In other words, the OPPOSITE of the truth we will be posting here in Chapter 6 of our Uniform Complaint Handbook. 

Our first step will be to clearly, concisely and comprehensively define question 2 on the UC form below using REAL SDUSD violation examples from SDUSD Stakeholders:

To start Chapter 6, here is Question 2:


2) Discrimination, harassment, intimidation and/or bullying in programs receiving state financial assistance based on actual or perceived characteristics:

Let’s take this apart piece by piece by defining the components:

“Discrimination, harassment, intimidation and/or bullying”

Discrimination

The California Education Code, the California Department of Education, and the San Diego Unified School District all publish regulations, policies, and procedures prohibiting discrimination, harassment, and intimidation in California Public Schools. However, due to lack of enforcement of these laws, the NAACP receives an ongoing flow of complaints that describe an array of legal violations in the learning environment. Several complaint investigations reveal that San Diego Unified School District knowingly inflicts harm on black students and their communities with various inequitable practices, and by allowing perpetual educator misconduct directed against blacks. Many complaints describe schools as protected hubs with pockets of the racism echoed in societal climates at large.


Harrassment

Guest Writer – Judy Neufeld-Fernandez: What Would You Do if You Were Corrine Peterson? 

San Diego School for Creative and Performing Arts (SCPA) counselor Hector Escalante is returning to school with the SDUSD HR department’s approval according to an article titled “School Counselor Accused of Sexual Harassment Back on Campus, Claim Alleges” by San Diego Union Tribune “Watchdog” Jeff McDonald.

Escalante was reported by Parent Corinne Peterson to have made inappropriate remarks and invitations to her daughter at school.

Intimidation

District Deeds Example:

The Lincoln High School Altercation – The NAACP, a Former SDUSD Senior Administrator and Principal Mitzi Lizarraga Speak Out!!!

Leadership is also recognizing one’s mistake and correcting the mistake. Cindy will not do this because she is intentionally callous. Leadership is also recognizing what was missed and rectifying the problem. That is too much to ask because Cindy is not a leader. She is a tyrant. She has no skills and thrives on bullying people, resorting to intimidation and fear. The only way the students in SDUSD especially district E will be saved is if Cindy is removed from office. She form unholy alliances and thrives on deceit. Of course, her child will never attend Lincoln so why care? She has lied enough and committed enough blunders… just take a look at District Deeds website.

“Bullying” (Bully)

District Deeds Example:

Open Letter to the SDUSD District E Community: Roosevelt Blackmon – $400,000 Budget Malfeasance Exposed and SDUSD Senior Leadership asks for a “Safe Space”!!!

Widespread and massive bullying is happening on campus making it an unsafe learning environment. Instead it is ironic that they only use the “safe space” phrase in a racist way when they want to dodge meetings with our community or not answer truthfully to our community on budget and financial irregularities and errors.
