The “hazy, lazy, crazy days of summer” have now descended on the San Diego Unified School District (SDUSD). This Tuesday, June 27, 2021 is the last Board of Education (BOE) meeting of the 2020/2021 school year.
This “hazy” time of year is when the corrupt leadership of the the SDUSD brings out back alley and undercover deals in the final BOE meeting when most SDUSD Stakeholders are looking the other way to family vacations and other distractions from the business side the district.
This specific “lazy” time of the year the BOE has buried 51 items in the (interim) Superintendent Consent Agenda that can pass with a single vote unless someone requests to comment on one or more of the the 51 individual items listed. This “lazy” time of the year as you can see from K. Adjourn item 1, the BOE takes off 7 weeks and, if they are forced to schedule a “special” meeting, no “Public Testimony” is allowed.
This “crazy” time of the year is when the BOE brags about a “Superintendent Search Update” outreach with a ZERO authority Superintendent Search Advisory Committee Roster pretending community involvement while continuing to relegate public comment of SDUSD Stakeholders to the last item on the meeting agenda before adjournment.

This week in Sunday Reads we feature an article from a local news source, the Voice of San Diego.
We have selected the few most SDUSD relevant portions of the article for this post and analysis but District Deeds strongly urges our readers to click on the title (in red) and read the full article for themselves.

QUOTES FROM ARTICLE:
Marten was a bold and unorthodox choice – so board members decided to hire her in a closed session meeting right after the previous superintendent announced he would step down.
That decision faced much blowback, since it was made with no public input.
“When we appointed Cindy in the way we did, we knew people would be frustrated and there would be resentment,” Barrera told me. “I’m a community organizer, I get that. And because of [the way we did it] I do think there will be some people that will always believe our decision has already been made [this time] and this is all performative. My honest response is that it would have been performative if we’d had an open process with Cindy. And the fact we’re doing it now shows we’re genuine.”
The process, at least, looks much different this time around.
DISTRICT DEEDS ANALYSIS:
After reading the full article from Voice of San Diego (VOSD), we realized that, as the title of the article indicates (“What We Know About”) contained much of what we had already written over a month ago in District Deeds Sunday Reads – Sunday, June 20, 2021: SDUSD Superintendent Selection Process a Scam? YOU be the Judge!!!.
However District Deeds really appreciates the effort from local media to solicit quotes from corrupt SDUSD leadership officials so we can then analyze and expose as the propaganda it actually is.
Thank You Local Media!!!
What we, who are not part of the mainstream local media, also do not have to do is make a journalistic “fair and balanced” case out of gross governmental corruption. They are bound by that unwritten journalistic code that also ensures them access to government officials if they play by those rules and BTW, continuing to collect their paycheck.
We feel no need to give overt propaganda from a $1.4 billion organization, with multi millions to spend on that propaganda and legal defense, equal time in our posts. The cost of getting direct quotes from corrupt SDUSD officials for that access is too high of a price for us to pay, even for a blog with a $100 a year budget and no paycheck.
The opening statement in our selected quote from the article is telling and representative of mainstream media:

District Deeds “mainstream media” Translation:
Marten was an illegal choice that irreparably damaged and injured Students and the public trust.
We guess that the media quote is technically not absolutely wrong.
We guess that robbing a bank to get money is a “bold and unorthodox choice”.
We guess smuggling drugs to make money is probably also a “bold and unorthodox choice”.
However we would not use that phrase when describing bank robbery or drug smuggling…and we would not use it in reference to Barrera’s illegal act.
That is why we don’t call violating the Brown Act and illegally subverting the voice of hundreds of thousands of SDUSD Stakeholders and Taxpayers a “bold and unorthodox choice.
That is why we don’t call violating the Brown Act by secretly conspiring to hire an incompetent, political crony that damaged the future and education of hundreds of thousands of students over 7 years a “bold and unorthodox choice.
But, believe it or not, the Barrera quote is even worse.
The quote by Trustee Richard “Tricky Dick” Barrera defending his corrupt illegal and improper violation of the Brown Act recruitment of Ex Supt. Marten is classic “Barrera Babble”.
Let’s take that quote apart piece by piece…
“When we appointed Cindy in the way we did, we knew people would be frustrated and there would be resentment,” Barrera told me. “I’m a community organizer, I get that.”
District Deeds “Barrera Babble” Translation:
When we appointed Marten after 4 years of conspiring to do so with my political cronies, we knew it was illegal and corrupt. We also knew that there would be widespread suspicion, frustration and outrage by both SDUSD employees and families. We knew many of our most qualified administrators would depart leaving a “Brain Drain” of only incompetent, morally complicit, or desperate employees who would mindlessly comply with our corruption. I get that.
Here is an excerpt on page 130 from a 2014 Ph.D Dissertation describing the Marten recruitment by Barrera PRIOR to the Bill Kowba appointment as Superintendent in 2010:
So the act by Barrera to illegally appoint Marten for his own political purposes was a premeditated crime – a clear violation of the Brown Act. Barrera is essentially admitting that fact and is at least a 1 time offender never prosecuted for his crime with the following criminal penalties:
Consequences of Brown Act Violation.
A. Criminal penalties – misdemeanor where action taken in violation of the act.
B. Civil remedies —
1. Injunction, mandamus, declaratory relief
2. Action may be voided following notice to correct, which
must be received within 90 days, and acted on within 30
days, lawsuit filed within 15 days.
C. Attorney fees
1. Awarded against agency, not individual
So next in the “Barrera Babble” quote, without admitting his guilt, he tries to insulate himself from accusations that he is following the same illegal pre-meditated recruitment process to illegally appoint a predetermined unqualified, totally compliant Superintendent that will desperately kneel to his power in order to build their career:
“And because of [the way we did it] I do think there will be some people that will always believe our decision has already been made [this time] and this is all performative.”
District Deeds “Barrera Babble” Translation:
And because I am guilty of illegally conspiring to appoint and actually appointing Marten, some people will rightfully conclude that I will repeat that personally successful criminal act. Therefore I have decided to cover my tracks and hide in plain site by creating a massive selection process with massive committees, town halls and other propaganda to disguise my guilt of already illegally identifying my predetermined Superintendent appointee. The end result will be the same…I will appoint my Superintendent puppet.
All of this Barrera quote is blanketed with the main stream media “fair and balanced” adjoined quote from the article:
“The process, at least, looks much different this time around.”
Is this a joke?
The process of Barrera illegally appointing the Superintendent of his choice happened with Marten and will happen again, probably with acting Supt. Lamont Jackson or, to create plausible deniability, some other predetermined, grossly compliant candidate.
For those readers who somehow believe that the massively convoluted 2021 “Barrera Babble” Superintendent selection process is much different than the massively simple 2013 “Barrera Babble” Superintendent selection “process”, we ask the following question:
Given the proven illegal but hugely successful crime of Barrera to corruptly appoint Marten, do you believe that he has learned his lesson and will leave it up to SDUSD Stakeholders to select the next SDUSD Superintendent?
If you believe that propaganda, you are either a fool, a crony of Barrera or both.
If you believe that propaganda you deserve to be relegated to last on the BOE meeting agenda.
If you don’t believe that propaganda, be a member of the Informed Electorate!!!
The Superintendent Selection under Barrera is a SCAM!
Use the BOE Meetings, Town Hall Meetings and every other public opportunity to expose the truth!!!
