Tomorrow, August 31, 2020 the San Diego Unified School District (SDUSD) begins the 2020/21 school year with an unclear optional “Boot Camp Week” and a ridiculous “Phase 1” tactic that excludes more than 90% of SDUSD Students.
This Sunday Reads post highlights a local article that provides the updated “plan”. Provided below are the most SDUSD relevant excerpts but we urge our readers to click on the title and read the full article for themselves.

San Diego Unified Announces In-Person Sessions For Students With Learning Loss

The San Diego Unified School District announced plans Thursday to offer voluntary in-person learning sessions for elementary school students identified as experiencing learning loss.
While the district is preparing to open its 2020-21 school year Monday for remote, online learning for all students, some children who have faced learning challenges due to the COVID-19 pandemic may be offered appointments to take part in the in-person sessions, which could begin as soon as late September, according to the district.
Sessions will be held in spaces “with adequate air exchange, including MERV-13 air filters and/or portable ventilation units,” according to the district.
And…
Students will be identified by their teachers for participation based on several factors:
• Below standard, represented by an average academic mark of a 1 or 2 in Math or English Language Arts strands on their Spring 2020 report card;
• Students who do not have a Spring 2020 report card (incoming TK, K or new students to the district) and do not make progress toward grade-level standards once schools open;
• Special education students not meeting their IEP goals;
• Special education students with intense support needs;
• Students who have been recommended for an initial assessment for an IEP or require a triennial assessment, and require standardized assessment that cannot be completed online for eligibility.
And…
“This is Phase One, which provides a measured approach to address the very real problem with learning loss, faced by our most disadvantaged students, while maintaining the strict standards put in place to protect the health and safety of all students, staff and community,” Marten said.
“Online learning has created new challenges for every student. We trust our educators to identify those students most in need of additional supports to overcome those challenges,” she said.
According to the district, once a student is identified for potential participation, educators will review the student’s progress using formative assessments, observations and information gathered from families. Some students will be moved to appointment-based, in-person learning, while others may only need adjustments to their online learning.
And…
Student identification for the onsite learning plan will include decisions regarding transportation and meal plans.
The number of students who will be admitted to the onsite sessions is contingent upon available site staff and resources. Students who take part in the onsite sessions will still receive online learning as well, according to SDUSD.

Last week we exposed the phony “Trust Don’t Verify” impaired vision scam being implemented by the SDUSD for the 2020/21 school year.
This week the prognosis has moved to total blindness.
With more than 5 months of planning and all there is to show for the launch of SDUSD 2020/21 school year is “Boot Camp”, “Phase 1” and deferring educational equity to individual Teachers with optional Professional Development, no Performance Evaluations and total lack of defined district wide teaching standards collaboration?!?
Even taking into account the gross incompetence and corruption of Elementary School Superintendent Cindy Marten and Trustee Tricky Dick Barrera it is extremely hard to believe that it took FIVE MONTHS for the SDUSD to come up with this ridiculous “strategy”.
On top of it all, there is absolutely ZERO transparency for past SDUSD educational performance since March and ZERO data and operational transparency proposed for 2020/21 SDUSD educational performance or accountability from the incompetent and corrupt Marten/Tricky Dick leadership.
Here is a quote from the Tricky Dick KPBS transcript:

Given the total lack of transparency and accountability along with educational equity improperly being deferred to the individual teacher/classroom level, Barrera apparently is recommending the following “protective” mask for Marten and his protection the 2020/21 SDUSD school year:

For the rest of the article we ask our Readers to refrain from wearing the “SDUSD 2020/2021 Protective Mask in order to view the FULL damage being inflicted on all SDUSD Students.
First of all, let’s look at “Phase 1” in Barrera’s own words:
And so this first group of students, what we’re thinking of as phase one of our reopening plan, it’s about a little over 10% of the students in our district. So it’s about 12,000 students, all elementary school students.
So, according to the article, 90% of SDUSD Students including some Elementary Students who do not qualify and ALL Middle and High school Students are denied the following educational supports:

The key phrase here is “identified by their teachers”.
It seems logical that since only Elementary School Students are being “identified”, only Elementary School Teachers will be assigned to evaluate Students in “Phase 1”.
When dealing with the realities of this SDUSD Educational disaster, Tricky Dick Barrera says:
In the SDUSD Propaganda Press Release, the skill of Tricky Dick Barrera to provide bald faced LIES is unmatched.
Tricky Dick is quoted as follows:
“From the start of the COVID-19 crisis, we have said this virus may change how we operate, but it will not change who we are,” Board Vice President Richard Barrera said. “We are a district with equity at our core, and this new plan advances that goal of creating a more equitable school system.”
The SDUSD absolutely does NOT have “equity” and the the “new plan” is a total scam…Tricky Dick IS a LIAR…and here is the proof.
There was ZERO commitment to how many most disadvantaged Elementary Students in each school actually require the additional educational supports “identified by their teachers”. In fact Tricky Dick actually says in his interview:
“So it will look differently for each student.”
District Deeds translation: Helping disadvantaged Students will “look differently” in the worst inequitable way.
If, based on proof provided by the NAACP and the District E Community, that there is NOT educational equity in whole AREAS of the SDUSD even with strict Federal and State oversight and district protocols, how will the SDUSD be able to provide educational equity for THOUSANDS of individual Students via HUNDREDS of individual Teachers that have only “Optional” professional development and ZERO “Phase 1” performance standards and evaluations?
The SDUSD Teachers can’t and the SDUSD can’t…it is a Tricky Dick LIE!

But wait, It isn’t ALL Elementary Schools either.
Students just QUALIFYING for the supports by the individual perception of hundreds of individual Elementary Teachers DOESN’T guarantee the supports will be delivered to them.
The SDUSD will LIMIT Student Educational Supports based on two other conditions:
1.”The number of students who will be admitted to the onsite sessions is contingent upon available site staff and resources.”
2.”Sessions will be held in spaces “with adequate air exchange, including MERV-13 air filters and/or portable ventilation units,” according to the district.”

With school starting tomorrow, without knowing the Staff and School Site “Ventilation” capacity, Parents and Students have no idea if their kids will receive the listed supports at their school.
But wait AGAIN…this PHASE 1 lie will not start for another month!

According to the SDUSD Propaganda Press Release: “Identification of participants will start with the new school year, with the first in-person sessions to be held as soon as late September.”
The District has had FIVE MONTHS to identify the most disadvantaged Elementary Students, has done NOTHING to identify them and will need to take another month to unscientifically and inequitably identify most disadvantaged Students based on random Teacher perception.

Now lets combine the Phase 1 and optional Professional Development “Boot Camp Week” with the total lack of California State oversight and the so-called “education plan” we highlighted a few weeks ago on District Deeds:
- Phase 1 Educational Supports denied to tens of thousands most disadvantaged Students
- OPTIONAL Boot Camp Professional Development for Teachers
- Individualized “disadvantaged Student” supports with no Equity Rules, Standards or Tracking
- 3 hours per day vs 5 hours per day of live teaching.
- 3 periods per day vs 5 periods per day of live teaching.
- No Teacher Evaluations
- No Smarter Balanced tests in math and English language arts
- No California Science Test
- No Local Control and Accountability Plan (LCAP)
- Minimal California (ELPAC) for English learners
- Minimal California School Dashboard
Is there any question that the SDUSD Education plan cooked up by Marten and Tricky Dick for the 2020/21 school year is already a disaster before it even starts?
