Prompted by the stinging rebukes of San Diego Unified School District Stakeholders including Parents and current Employees, Board Trustee Sharon Whitehurst-Payne finally gave Superintendent Cindy Marten, her subordinate, some direction on how to do her job.

Whitehurst-Payne is the FIRST SDUSD Trustee to state publicly what ALL the SDUSD Stakeholders have been saying since Marten was appointed 4 years ago…

Superintendent Cindy Marten-

When it comes to budget and operational planning:

“We are flying by the seat of our pants.”

When it comes to collaboration, transparency and leadership:

“You’ve missed the whole point!”

What seemed to prompt Trustee Whitehurst-Payne were comments from Stakeholders that exposed the total lack of collaboration, budget/operational transparency and leadership/management skill by Marten since she was appointed.   Here are a few comments:

When it eventually came Trustee Whitehurst-Payne’s chance to speak, she described her frustration. like the frustration of THOUSANDS of SDUSD Stakeholders, with the lack of a coherent and transparent budgeting and deficit reduction plan that provides the opportunity of a line by line review to effectively determine the best possible budget reductions and made available to all on the SDUSD website instead of “flying by the seat of our pants”.  Here are her comments:

To this point, in the history of Marten’s tenure as superintendent no Board of Education Trustee had dared to publicly expose Supt. Marten’s vast management and budget planning inadequacies.

Being the egotist that she is. Marten was not about to let it go and, in her typically disjointed speaking style when she is trying to lie when she has been caught underperforming , she tried to flip the responsibility back on Trustee Whitehurst-Payne for not understanding her plan (like everyone else in the SDUSD).

But Whitehurst Payne was having nothing of it from this insubordinate Superintendent,  and actually did what ALL the Board Members should have done for the last 4 years.

She appropriately assumed the role of Marten’s boss and told her that she was “missing the point” and explained what Marten needs to do to correct her performance!!!

Obviously Marten and many of the other Board Members (Barrera, Evans and Beiser) have not wanted to get “the point” of budget/program, transparency and public review over the last 4 years so they could spend as they pleased, with no oversight, on their crony re-election network!

Later Marten’s lies about collaborating on the LCAP with bargaining units and other stakeholders to identify the budget cuts came back to haunt her as numerous speakers including members of the public, Union Bargaining units and District Departments strongly disputed Marten’s falsehoods.

Closing out the comments in the meeting was a statement that encapsulated the total dysfunction and lack of leadership in the SDUSD:

As the speaker left the podium and the camera panned back to the Board of Education, only one person missed this eloquent statement.

Superintendent Cindy Marten was missing in action…just like she has been since the day she was appointed.

It was abundantly clear by the comments of ALL attendees of the Board Meeting that there is only one viable first step that can begin to dig us out of this financial management disaster and operational dystopia.
