The 1 ½ hours of the Board Meeting on 6/9/15 had it all for entertainment value.
For those who had the fortitude to last that long at the meeting in person or were gluttons for punishment to endure to the end of the close to 7 hour meeting watching on-line, it did not disappoint.
Something about exhaustion brings the truth out in people.
And it did just that for District Employees, Union Leaders, and even Board of Education Trustees.
In the long consulting career of District Deeds, we have identified the two tell tale signs of a struggling Senior Manager:
- Managers that don’t know what to do throw more headcount into areas that don’t need it and less into areas that really do to stem the dissatisfaction of staff that work with them every day. The additions always seem to be at the corporate office and never at the delivery point where they are needed the most.
- Board of Directors start asking for front line reports directly to the board to assure themselves that what the manager is telling the Board is actually happening at the admin and front line level.
Both of those occurred at the end of the 6/9/15 BOE Meeting with a frustration meltdown by Trustee Meddlin’ Marne Foster thrown in to boot!
This section of the Board Agenda began with a 12 minute presentation of the 3rd reorganization in three years by the operationally inexperienced Superintendent Cindy Marten. Once the presentation was over and the opportunity for comments to the BOE for 3 minutes each was allowed by Meddlin’ Marne.
The first Speaker was from the Special Education Department and said that the re-org was hidden from her despite direct questions to leadership about a re-org 3 weeks ago. After reviewing the Board Docs with the Re-Org chart her reaction was:
“We need more boots on the ground in the classrooms”
“But adding more bodies to the upper echelon’s isn’t helping the kids in the classroom”
“You’re adding at the top and leaving us at the bottom still struggling.”
The second Speaker is a Counselor and he had the most damning indictment of the Re-org rollout including accusing the District Leadership of lying at “every stage” of the process and neglecting to consult with the actual stakeholders to “Collaborate” about the changes. He even evoked “ruby slippers behind the curtain”! Here is his testimony:
The 3rd Speaker is also a counselor and she spoke in detail how “Counselors do not support this move” and “Counselors were excluded”…here is her testimony:
A few speakers later the President of the SDEA spoke to the Board and Marten and wanted to be sure she reminded them who was really in charge in the SDUSD. She called out the Superintendent and Board for adding a 10% raise to administrators on top the 5% across the board raise “negotiated by the SDEA”. In addition she wanted the Superintendent to remember that “online” position is NOT to replace current educators.
Finally it was time for the Board of Education’s to address the poorly devised Marten Reorganization Plan.
Richard Barrera started out with his concerns by saying:
“I’m going to support the motion but It is disturbing to hear our educators come forward to us and tell us that they have not been consulted, that they have been misled or that their belief is that they have been misled…and that they haven’t had input and that the concern is that resources are being taken away from direct support in the classroom and going to central administration.”
How typical that after having virtually NO CONCERN for the majority of SDUSD Stakeholders earlier in the evening that were OPPOSED to the Calendar Change, the San Diego High School Reorganization and the LCAP/LCFF plan for the VERY SAME REASONS OF LACK OF TRANSPARENCY AND MEANINGFUL COLLABORATION WITH STAKEHOLDERS, he was REAL concerned when the Union Rank and File and Leadership had concerns with how Marten carried out her administrative planning.
Barrera actually insisted that Marten schedule QUARTERLY PROGRESS MEETINGS with the front line personnel to prove that there was progress being made despite strong pushback by Marten to the contrary…A HUGE vote OF “NO CONFIDENCE” for the bumbling Elementary Superintendent Marten.
Then it was Meddlin’ Marne’s turn
For the next 40 minutes Foster occupied 95% of the discussion time, at one point going on a solo rant for a FULL 10 MINUTES regarding her displeasure with the Marten Reorganization Plan.
She talked about the “plate being full” for the Race and Human Relations Department here:
Oddly enough the “Plate Full” phrase was actually mentioned by Principals to Marten during one of her infamous “Principal Leadership” conferences. The Principals mentioned that their plate was full and were struggling with the additional workload Marten was piling on them.
Martens reply: “If your plate is full you had better get a platter” We wonder if Marten whispered that to Foster during her rant!
Foster then became so incensed that she began to “channel” District Deeds.
Remember the District Deeds “Brain Drain” post where we mentioned all the quality administrators that have left since the unqualified Marten was promoted?

Finally, after completely exhausting herself on her rant and making no progress in convincing the rest of the Board to address ANY of her concerns she melted away with her final comments here:
All the Board Members were so tired from the nearly 7 hours of debate and the final flourish of Foster that they, within the final 60 seconds of the meeting, APPROVED MILLIONS OF DOLLARS within the FIFTY FOUR REMAINING AGENDA ITEMS!
That’s an impressive lack of Board Governance!
District Deeds Observation:
Obviously there are different levels of the current SDUSD Superintendent and Board of Education hell.
Wealthy Donors and Powerful Organizations that support their election rank at the top.
When these individuals and groups tell the Superintedent and Board to jump, the lapdog BOE and Superintendent ask “How high?”
Parent, Student and Community Stakeholders rank at the bottom.
You could virtually have a 100% positive vote for an Agenda Item by 100% of the Parent, Student and Community Stakeholders and if a single powerful Donor or Organization is opposed to the issue, the Superintendent and Board will ignore the lowly Parents, Students and Community and vote in opposition.
It is a fact…AND WILL BE AS LONG AS THE CURRENT BOE AND MARTEN ARE IN POWER.
